Support Layout Tags on Unknown End Systems

NetBrain currently does not allow Layout Tags to be applied to unknown end systems, which prevents the intended map layout from functioning correctly on dynamic maps containing these devices. This enhancement would extend Layout Tag support to unknown end systems so they can be included in layout logic in the same manner as recognized devices. Customers building dynamic maps with a significant number of unknown end systems would benefit from consistent, functional map layouts without manual workarounds.
