Correct OneIP Table Duplicate Filtering to Use IP Uniqueness Instead of MAC Uniqueness

The OneIP Table currently applies a duplicate-removal option intended to filter out DHCP entries with duplicate IP addresses, but the underlying logic instead removes entries based on duplicate MAC addresses. This causes valid records to be lost when a single MAC address legitimately serves multiple IP addresses. This enhancement proposes revising the duplicate-removal logic so that it only removes entries where a single IP address has multiple associated MAC addresses, while preserving records where one MAC address is associated with multiple valid IP addresses. Customers relying on accurate OneIP Table data would benefit from more reliable filtering that reflects real-world network behavior rather than removing legitimate entries.
