Ability to Dismiss or Clear Service Monitor Alert Pop-Ups

Service Monitor alert pop-ups currently cannot be dismissed or cleared once triggered, including by an administrator, which causes the notification to persist and block use of the user interface. This enhancement would introduce a mechanism, such as a dismiss or clear control, that allows an administrator to close an active alert pop-up without waiting for the underlying condition to resolve on its own. Providing this control would restore normal use of the interface during active alert conditions and reduce disruption for administrators managing ongoing service issues.
